I would like to know how to make animated short films and clips from shows and asked me what is the best and the computer is easier to program and how to use it.

Maya? South Park / jab pen style? Are you kidding? the very different types of animation.
You want to be with something like Toon Boom (South Park style, ideal for Lip Sync, around the mouth) or After Effects for sure. Flash is also good, but does not deal with bitmaps (Photos.)
I recommend AfterEffects. It's prety easy to use, and give it a good, clean, crisp style of animation.
Flash is the easiest, but is rather limited. Alias Wavefront Maya is the best handling characteristics, but has a steep learning curve. Adobe After Effects-value of the collection is a versatile medium. It is useful to know, Photoshop or Illustrator to make the images you want to animate. Start with Photoshop, if you do not know, try another.
It depends on your skill level, Maya is used by DreamWorks, Shrek to meet with. However, if their skills are limited Flash is an excellent program.
